How hair transplants are regulated in Türkiye
Hair transplant units in Türkiye are governed by the Hair Transplant Units Regulation, published in the Official Gazette (No. 32182) in 2023. It requires each unit to hold a permit from the provincial health directorate. Read the consolidated text (in Turkish).
Facilities that treat patients from abroad also need a health tourism authorization from the Ministry of Health. The Ministry publishes the lists of authorized hospitals, medical centers and polyclinics, and authorized facilities appear on HealthTürkiye. Our guide to hair transplant safety in Turkey explains these rules and the medical risks in more detail.
How to prepare before you book
- Find the facility. Search for the clinic’s legal name, which often starts with “Özel” (private), on HealthTürkiye or the Ministry’s authorization lists.
- Talk to the medical team. Ask who will plan your hairline and perform each stage of the procedure.
- Get a written, itemized quote. It should list the graft count, technique, hotel nights, transfers, medication and follow-up.
- Plan aftercare at home. Agree how follow-up will work once you are back, and check what your insurance covers.

Planning your trip
A typical package runs over three or four days: you arrive and have blood tests and a consultation, the procedure takes most of the next day, and the clinic checks the grafts and gives the first wash before you fly home. Ask your doctor when it is right for you to fly.

Rules change, so check the Turkish Ministry of Foreign Affairs before you book.
