Is a Hair Transplant in Turkey Safe? Risks, Regulation and How to Check
Last updated: November 7, 2026 · By the Editorial Team · Editorial guide, not sponsored
Short answer: The NHS describes a hair transplant as generally safe, but as with any operation there is a small risk of bleeding, infection and an allergic reaction to the anesthetic. In Türkiye, hair transplants may only be performed in hair transplant units that hold a Ministry of Health permit, by staff with registered certificates, and clinics that treat patients from abroad need a separate health tourism authorization. How safe your own procedure is depends mostly on the facility, the team and your aftercare, so check the clinic before you book.
This guide explains the medical risks of a hair transplant and how often they occur, who is a good candidate, how Türkiye regulates hair transplant clinics, and what to do if you have a problem during or after your trip. It draws on the NHS, the American Academy of Dermatology (AAD), Cleveland Clinic, a 2026 medical review of complications after FUE, an international expert consensus, and the Turkish regulations themselves. We do not book treatment or take referral fees.

What are the risks of a hair transplant?
The risks are those of the surgery itself, wherever it is done. According to the NHS, a hair transplant is generally a safe procedure, but as with any operation there is always a small risk of bleeding, infection and an allergic reaction to the anesthetic. Cleveland Clinic also lists failed grafts, loss of feeling on the scalp and scarring among the possible risks.
A 2026 review in Frontiers in Medicine, which reviewed published studies on follicular unit excision (FUE), found that most complications are mild and settle on their own. The table shows how often the main ones were reported.
| Complication | How often it was reported | What it means for you |
|---|---|---|
| Swelling of the forehead and around the eyes | About 40–50% | Peaks on days 2–3 and usually settles within a week |
| Crusting and itching | Very common | Part of normal healing; crusts usually clear within two weeks |
| Numbness or tingling | Can occur | Usually temporary; complete recovery usually within 4–8 months |
| Folliculitis (pimple-like bumps) | About 12% | Appears in weeks 1–4 and can be treated |
| Shock loss (temporary shedding of existing hair) | 0.15–15% | Regrowth usually starts at about three months |
| Infection | Less than 1% | Needs medical treatment |
| Necrosis (tissue damage in the grafted area) | Rare | Potentially serious; one reason to choose a team you can reach after the procedure |
Our recovery and aftercare guide explains what is normal day by day, and when to contact your clinic.
Are you a good candidate?
Safety starts before surgery, with the decision whether a transplant is right for you. The AAD says you need two things: enough healthy hair on your scalp to move, and the ability to grow hair in the thinning area. A dermatologist can check both with a scalp exam, and you may need a blood test to find the cause of your hair loss. Men in their 20s may be asked to wait and treat their hair loss with medicine first.
The NHS says a transplant suits permanent, inherited baldness and is not usually suitable for other types of hair loss, such as the patchy loss of alopecia areata. An international expert consensus adds that other health conditions should be assessed before surgery, and that certain medicines that increase bleeding should be stopped beforehand. Tell the doctor about every medicine and supplement you take, and do not stop any without medical advice.
How Türkiye regulates hair transplants
Hair transplants are governed by the Hair Transplant Units Regulation of May 6, 2023, last amended on September 12, 2025. Its main rules for patients are:
- Licensed units only. A hair transplant unit can operate only inside a licensed hospital, medical center or polyclinic, with an activity permit from the provincial health directorate.
- Certified staff only. Only staff whose certificates are registered with the Ministry of Health may work in a unit.
- Who does what. Opening the recipient incisions is reserved for doctors: physicians with a hair transplant certificate, plastic surgeons, dermatologists and doctors with a medical aesthetics certificate. Harvesting and placing the grafts may be done by those doctors or by health professionals with a hair transplant assistant certificate. Until December 31, 2026, health professionals may also work in units under the supervision and responsibility of the doctor.
- Consent and records. Every patient signs an informed consent form, with photos of the donor and recipient areas from before and after the procedure attached. The clinic records your technique, graft count, treated area, photos taken within 72 hours of the procedure and the names of the team on a patient information form in the Ministry’s electronic system.
- Inspections. Units are inspected under the rules for private health facilities, using a checklist set out in the regulation.
A second regulation, on international health tourism, adds rules for patients who travel to Türkiye. Facilities that treat them, and agencies that arrange their trips, must hold a health tourism authorization certificate, issued by the Ministry of Health for facilities and by International Health Services Inc. (USHAŞ) for agencies. The facility must give you an invoice with an itemized breakdown and unit prices. On request, it must also give you, free of charge, a list of the medicines and supplies you paid for, your test results and your prescriptions. Agencies must itemize their charges for accommodation, transfers, interpreting and similar services.
How to check a clinic before you book
- Find the facility’s legal name, which often starts with “Özel” (private), and look it up on the Ministry of Health’s health tourism authorization lists or on HealthTürkiye.
- Ask whether the facility has a hair transplant unit permit and who will perform each stage of your procedure.
- If you book through an agency, ask for its health tourism authorization certificate.
- Have a consultation with the doctor, and give a full medical history.
- Get a written, itemized quote, and read our checklist for comparing quotes.
Our step-by-step guide to choosing a hair transplant clinic in Turkey covers each check in detail. Our clinic directory lists only clinics whose facilities appear on the Ministry’s lists.
Travel, insurance and aftercare at home
Traveling for surgery adds steps that a local procedure does not need. Government advice for patients who travel includes:
- UK: the Foreign, Commonwealth and Development Office advises talking to your UK doctor before you travel, researching independently and checking HealthTürkiye for approved providers.
- NHS: have two consultations with the surgeon, meet the surgeon in person and check your insurance before you travel.
- US: the State Department notes that Medicare does not cover care abroad and recommends medical evacuation insurance.
- CDC: verify the clinician’s qualifications and the facility’s credentials, and bring home copies of your medical records.
Swelling usually peaks on days 2–3, so ask the clinic when it wants a final check before you fly. Agree a follow-up plan before you leave: the expert consensus recommends close follow-up during the first year after a transplant.
What to do if something goes wrong
Contact your clinic first: it holds your records and knows your procedure. Seek medical help right away, in Türkiye or at home, if you have a fever that does not go away, heavy bleeding from the scalp, severe redness or pain, or pus or other signs of infection, which Cleveland Clinic lists as reasons to call a doctor.
- Emergencies in Türkiye: call 112. Calls in foreign languages are interpreted by the Ministry of Health’s international patient call center.
- Help and complaints in Türkiye: the International Health Services Call Center, run by the Ministry of Health with USHAŞ, answers on +90 850 288 38 38, 24 hours a day, in six languages, and records suggestions and complaints.
- After you return home: see your own doctor and bring the copies of your records, consent form and invoice.
